Does that mean if your armor is greater than or equal to the damage, the damage gets halfed. Or is it something more complicated.

Caliber, load/receiver, as well as stocks, sights, muzzle, and muzzle extensions are all modifiable. But, it's not like Skyrim, you can't really "hone" the weapon repeatedly to gain more damage, it's all in modifications.
