WebNo. Hair needs anti aliasing. The native TAA isn't as good as DLSS's TAA. Technically if you run the game at the highest resolution possible (i.e. 4K) in cinematic EXR (add -qualityLevel=CinematicEXR to your shortcut target path) and DLSS = Quality, then that will produce the best results without hotsampling, but your framerate will absolutely die.
